Right bro, except he just said he wants to match all *IPs* that don't match any VirtualHosts.
 Catching names would be BEFORE all other VirtualHosts, yes.  But in that case, ALL your VirtualHost
directives are *.  Here he's got a few IP-specified ones and then a *.

No.  As the docs say, the FIRST listed virtual host catches unmatched names.
