Subject: 99% server utilization makes server crawl

Every few minutes my installation of Apache 2.0.39 on Win2K Server takes 99%
of the server time, when I'm just getting in the neighborhood of a 30 - 40
concurrent requests, causing my number of requests served per second to drop
to around 8!
I'm running 2.0.39 w/ mod_ssl with ColdFusion MX Server and ChiliSoft ASP
(most recent versions).
HostName lookups are off
I use only IP#s in my httpd.conf file
The files being served are local
I use Options FollowSymLinks and not Options SymLinksIfOwnerMatch
I do not use .htaccess files
AllowOverride is set to none
DirectoryIndex lists options explicitly (i.e. index.asp) and does not use
wildcards
I have only one CPU
I have about 312 megs of ram
mod_status is on
Extendedstatus is Off
How can I isolate what is causing this problem?
