Subject Cant make 1.3.26 work with .htpasswd

I upgraded from 1.3.22 to 1.3.26 and since that time have found 
that .htpasswd is not working. When you put the .htaccess stuff
in the httpd.conf, it is as if .htpasswd is not being read because
I get the following error: 
[Thu Jul 11 08:45:43 2002] [crit] [client] configuration error:
couldn't check user.  No user file?: /registrars/index.html

When I put the .htaccess stuff in a local file, it is as if both
that and .htpasswd are not being read because you can browse 
straight in with no protection.

httpd -l shows mod_auth to be loaded. 

The httpd.conf has not changed (except when testing to try a 
local .htaccess file) from the one which has worked with 1.3.22,
e.g. I do not suspect syntax, and I have an appropriate LoadModule.

I have checked permissions, paths, existance of files (of course!)

My options to configure were:
./configure --prefix=/usr/local/src --activate-module=src/modules/php4/libphp4.a --enable-module=so

Can anyone give me some clues? I have had to roll back to 1.3.22
which is not ideal!
