This doesn't necessarily refer to unix file permissions. It could (more likely) be that you
have not allowed access to the docroot in the config file.. A safe enough set up is:

# Deny access to the whole filesystem
<Directory />
  Deny from all
</Directory>

# Define the docroot
DocumentRoot /home/user/apahce/html

# Switch on access to the docroot only
<Directory /home/user/apache/html>
  Allow from all
</Directory>
