The rules for this are quite tricky - I'd go by the docs and put the Allow *after* the Deny,
i.e.

Order Deny,Allow
Deny from All
Allow from 137.43.47.27

Are you *really* sure about the IP address? Check in the apache access_log to see what it
thinks the client address is.
