You have a DocumentRoot directive outside of the VHs (after all the AddModule diretives) which
is the same as your production server docroot...

This will certainly confuse things as request with a failing or non-existant Host header will
end up here. As a general rule, when using VHs, keep all DocumentRoot directives inside the
VHs.
