Did you make the appropriate changes to your configuration file?

This is a sample minimal mod_perl configuration that emulates CGIs as closely 
as possible.

LoadModule perl_module libexec/libperl.so  # for DSO, may already be present
AddModule mod_perl.c  # may already be present

<IfModule mod_perl.c>
  <Files ~ "\.pl$">
    Options ExecCGI FollowSymLinks
    SetHandler perl-script
    PerlHandler Apache::Registry
    PerlSendHeader On
    <IfModule mod_ssl.c>
      SSLOptions +StdEnvVars
    </IfModule>
  </Files>
</IfModule>
