You cannot use such a path unquoted as argument. Enclose it in quotes, like this:

...>htpasswd -c "C:\Program Files\Apache Group\Apache2\htdocs\Passwords" seedeeb

Otherwise it will see 2nd argument as 3 separate arguments, due to the spaces.
