I haven't used regex much in Apache, but doesn't the negator only effect the
dot (\.) here?. Wouldn't it be better to have something like:

RewriteCond.* !(\.gif|\.css|\.jpg|\.png|\.jar)$
...or...
RewriteCond.* !(\.(gif|css|jpg|png|jar))$

Just a thought
