Subject Fw: headers & footers

OK, so i've downloaded Mod-Layout 3.2 which is for automatic display of headers/footers on
web pages.
I've read the install, however I'm running this on Win98 and it seems it's more or less for
a different OS.
Isn't there an easy way to just copy some files into a directory and edit the conf file
and use the directives?  All this stuff about "make".  Is there an easier way? Or is there
a different Mod?
