Subject SSI's only work when directly linked

The symptoms are that SSIs only work when you refer to the html file and
not rely on the directoryindex to work.

eg http://foo/index.html works but http://foo/ doesn't (I'm using
xbithack)

Although Bugzilla says it was fixed after .32, I'm using .39 and it
appears to have returned or is still there. This is my first use of Apache
2.

Am I doing something wrong, or should the bug be reopened?
