We had the same problem on a search engine for our website.  My solution
was to add some javascript to disable the submit button after it was
pressed.  Here is the needed pieces:

1. The submission form must have a name and you must use onSubmit.  Such
as:
<Form Name=myForm Action=myAction Method=POST onSubmit=validate()>

2. The submit button must have a name.  Such as:
<Input Name=mySubmit Type=Submit></Input>

3. Then use jave code such as:
function validate() {
  document.myForm.mySubmit.disabled=1;
}

If I'm not mistaken, there exists some mod_session (Advanced Session
Management & Tracking).
