Is the 'apache_1.3.26.tar.gz' dist. up to date adn free from the recent
security alerts ?

Depends which tree you want to follow.
1.3.nn is the tried and tested route
2.3.nn is the new Apache but some modules are not yet available or stable
for it - if you need any of these modules, then 1.3.nn would be best!
