Search through the config file httpd.conf for the string #12.  If you 
are using it as a real argument, like:
Group #12
then you can just make the warning go away by adding quotes:
Group "#12"

If, on the other hand, you are using it in a comment, like
Require group foo #12 people in that group
then you should not do that, because comments are not allowed on the 
same line as directives.  Instead, use
#12 people in group
Require group foo
