Subject HTTP on HTTPS server and 2.0.36

I just upgraded (rebuilt) the 2.0.36  sources from the zip file.  When I 
browse to the site using HTTP, when HTTPS is required, it now generates 
a Forbidden message

You don't have permission to access /mod_ssl:error:HTTP-request on this 
server.

It use to timeout with no response to the user.

Is this now the appropriate behavior?
