I am so sorry, I put the wrong reviewer.html, now reviewer.html is exactly same as reviewer.html~.
But no matter what html script with html extension, it will get download dialog box.

or another simple html script:
http://athena.wistar.upenn.edu:88/post2.html
http://athena.wistar.upenn.edu:88/post2.html~

I have checked httpd.conf:

'DefaultType text/plain'

it is right.
