Subject 1.3.24 - parser annoyance

Hiya

I've found what I would describe as an "annoyance" in the apache config
parser.  I wouldn't describe it as a bug as there may be well reasoned
arguments in favour of it that I've not yet heard.

Consider:

Order allow,deny
Order allow, deny

The second line produces the error: 

Syntax error on line XX of /etc/apache/httpd.conf:
order takes one argument, 'allow,deny', 'deny,allow', or
'mutual-failure'

Any thoughts?
