I don't know how file names in chinese are represented, but I doubt that
they are supported by the HTTP protocol, which only allow alpha-numeric
characters (plus some more) in the URI/URL, that is, in english. This is
probably not an Apache issue, but you might be able to get around it by
encoding the URL properly, but how that could be done, I know nothing of.
