Have you looked at straight Windows
ways on Apache for Windows?

Windows Script Host 5.6
for CGI ways.

MSXML 
for XML ways.

ADO 
for database ways
(yes MySQL too).

CDO/CDONT 
for send mail ways.

All the above are most likely already
installed and can be used in scripts!

Don't bother, you will have 
enough to learn just doing 
the scripts ( JScript or VBScript)
for all the above!  :)    :)

As for a c compiler - Apache 
for Windows choice is Microsoft!

And even though there are free 
c compilers, most "pros" still find
using them with Apache for Windows,
to be a real "pain"!  

Stay with the scripts for now and use
the free c compilers for other "stuff"!  :)
