Subject new install looking for conf file in wrong place

I just installed Apache 1.3.22 (that's what's in the FreeBSD ports
collection).  We were previously running 1.3.14

I installed mod_perl into this ne.
When I finished, I ran /usr/local/apache/bin/apachectl configtest and got
Syntax OK

I ran  /usr/local/apache/bin/httpd with -l, -t, and -S options. All seems
fine.

So I try /usr/local/apache/bin/apachectl start
and get the following errors logged:

httpd: could not open document config file /usr/local/conf/httpd.conf



What is going on?
   Why does it want to remove modules?
   Why does it look in /usr/local/conf for the config file
    the configtest indicates it _knows_ its conf files are in
    /usr/local/apache/conf

The previous version is not uninstalled and is still running, but files are
in /usr/local/etc/apache so I didn't expect any conflicts.

Did I miss some little thing?
