Peter,
Someone here named Khalid helped me get php4.2.1 running under 
Windows98/Apache1.3.24, and ALL I had to do was this:

add in httpd.conf (each line in its appropriate section) :

LoadModule php4_module c:/php/sapi/php4apache.dll
AddModule mod_php4.c
AddType application/x-httpd-php .php .phtml

(c:/php/ is ur php dir)
