Subject [2.0.36] Forbidding directory index

I want to protect a series of directories beneath /foo from listing an 
index, so I tried this rule:

<Directory "/usr/local/apache/htdocs/foo/*">
    Options -Indexes
    AllowOverride None
</Directory>

Now this works fine if a request is made to http://server/foo/bar/, but if 
a request is made to http://server/foo/bar (note: no trailing slash, thus 
invoking mod_dir) I'm able to get the index.
