If you want a quick workaround, unset all 'ETag' headers. ETag values are 
used in cache validation, and apparently apache isn't [re-]computing them 
correctly. Note, however, that Proper behavior is only obtained by 
removing BOTH the Last-Modified and ETag headers (removing one or the 
other will NOT do it.)

So if you have mod_headers compiled in (and assuming the extension you use 
for SSI is .shtml), this should fix your problem:

<FilesMatch "\.(shtml)$">
    Header unset Last-Modified
    Header unset ETag
</FilesMatch>

If you are still getting this in 2.0.36, then it needs to be looked at
further.  Please provide:

1. The exact details on how you are configuring SSI.

2. The HTTP request and response headers for a transaction that
is being cached but shouldn't be.
