OK. Now you are getting a little clearer.  You want to use XSLT.

The answer is: the browser will parse them, not the server.  This is fine
if you are just learning and you can restrict yourself to the most recent
versions of the browsers.  If you need to serve older browsers, then you
need to transform.  There are tons of ways to do this, including Cocoon
(java), AxKit (Perl), mod_xml (C), and PHP to name just a few.
