Subject mod_rewrite substitution question

Can anyone answer this [I hope] simple question: Are there any 
situations in which a RewriteRule would perform a substitution, but 
ignore the $N back references in the found pattern? If there are, how do 
you change the behavior?

Example:

Assuming the rule:

RewriteRule ^/(.*) /newloc/$1

Are there any cases in which a rewrite of the URL 
http://foobar.com/page_1.html to http://foobar.com/newloc/ would _not_ 
indicate that something in mod_rewrite is broken?

I am using Apache 1.3.24 with mod_perl, mod_ssl, and mod_fastcgi added.
