Here's what the setup for apache-1.3.23? Didn't someone install 1.3.24:

Apache  home:
/etc/httpd
/etc/httpd/conf/httpd.conf
/etc/httpd/conf/access.conf
/etc/httpd.conf/conf/srm.conf

Redhat put all log under /var/log (some use /var/adm):
/var/log/httpd/access_log
/var/log/httpd/error_log


Now take a gander at /etc/httpd/conf/httpd.conf
see where DocumentRoot is That's where you top level index.html should be.
Then check <VirtualHost> </VirtualHost> section near the end, and see if
this is httpd.conf you have bincity.net is defined in?

If your expecting apache-1.3.24 than you need "rename" the current apachectl
(just in case) and copy or link the apache_1.3.24/bin/apachectl to
/sbin/apachctl.
