Subject 2.0.37-dev mod_include issue

When the error message for 403 forbidden is generated using the file
HTTP_FORBIDDEN.html.var I get a log message in the error log indicating
that an SSI expression is bad. The log entry is:
[Wed May 22 09:23:02 2002] [error] [client 66.237.60.21] Invalid expression "$REDIRECT_URL
= /\/$/" in file /usr/local/apache2/error/HTTP_FORBIDDEN.html.var

I played around with this a bit and it looks like the /s around the
regular expression are the problem. The documentation doesn't indicate
there has been any change with how this works since apache 1.3.x.
