You definitely need to look at the httpd.conf (and other zone configuration files).

  I just installed Apache 1.3.23. Installation goes fine. 

  Got this strange error when trying to start it:

   apachectl start
   fopen: No such file or directory
   httpd: could not open document config file PREFIX/conf/httpd.conf
   ./apachectl start: httpd could not be started

  Well one thing I could think of is that I didn't modify the httpd.conf file. 
  Could that be the reason?
