Subject Apache 1.3.4 and PHP 4.2.1

I have apache 1.3.4 running under windows 98. I am attempting to install php
4.2.1 as a module in apache.  I have followed all of the instructions given
in the readme's for the php release but so far I cannot get the browser to
access php.

Presumably I have missed a step, but despite three attempts reinstalling php
I cannot get it to work.

I have done the following:

1. moved files t c:\windows
  These are:
php.ini
php4ts.dll
all of the dll from the c:\php-4.2.1-Win32\dll directory

2. I edited the php.ini file as follows:
extension_dir = C:\php-4.2.1-Win32\extensions
  I did not enable any extensions

3. I edited the apache.ini file
Lines added were:
LoadModule php4_module c:/php-4.2.1-Win32/sapi/php4apache.dll
AddModule mod_php4.c
AddType application/x-httpd-php .php .phtml


When I use the test file I get a blank screen.

Test file is testtphp.htm and contains
<html>
<body>
<?php
print "hello world.";
?>
</body>
</html>


Can anyone please tell me what I have missed and what I need to do to get
php to work?
