Subject Problem "httpd dead but subsys locked"

I have a problem. I am running Apache 1.3 on Red Hat Linux 7.2. The problem 
is that I am not able to use the " /etc/init.d/httpd start " command to start 
the Apache daemon. The daemon seems to start up but when I check the status 
using " /etc/init.d/httpd status", I get the message " httpd dead but subsys 
locked". I looked at the /var/lock/subsys directory and a file named httpd is 
created there. Is this a lock file? Anyway, I am not finding any lock file 
named httpd.lock in the /var/lock directory or the /var/run directory. 
The thing is that I am able to get the httpd deaemon to start up directly 
(and get my server up and running) by using the command "/usr/sbin/httpd". 
But this does not start up the secure server using SSL--only the insecure 
server is started.
Does anyone have any answers?
