Subject apache failure in throwing customized message for http error code 400

Hi

I am using apache 1.3.23 as a proxy to the weblogic server.
Now the weblogic server is running but the web application is undeployed.

so the web requests are forwarded by apache to weblogic but as the web
application is not available ,
apache throws a 400 http error code.

I want to throw a customized error message in this case .

so i have configured
ErrorDocument 400 /ErrorPage400.html

But this is not working and apache always throws the standard 400 error
message.

any suggestions/checks why this is happenning.
