Subject apache user

Hi,

For security reason, Apache documentation suggests that "start Apache at
root,
and run Apache at another user".

(1) What I understand that "start Apache at root" means starting Apache
daemon
from Root user. Am I right?

(2) When I "run Apache at another user", which item decide it? Is it decided
by 
"User" in httpd.conf file or decided by owner permission of
/usr/local/apache/htdocs?
