I would personally not put them in a directory that is viewable from a web site unless they
are .htpasswd and such files

If you really must leave them in public directories I would create a specific entry like

<Directory /www/config>
  DirectoryIndex index.html
  order deny,allow
  deny from all
  allow from xxx.xxx.xxx/24 xxx.xxx.xxx.xxx/24
</Directory>

I want to block all directories with name "config" in
my file system. This directories contains sensible
information (like password files) and i don't want
that directories for public access (via web browser).
