Sure.  Preprocess you httpd.conf before launching apache and replace 
instances of TOMCAT_HOME with `echo $TOMCAT_HOME`.

No, you can't do this internally in Apache.  httpd.conf is a 
configuration file, not a programming language.  Use a preprocessor if 
you want to do something fancy.
