This is exactly what my counter is doing.
But when I refresh the page, the CGI script is not even ran, so the counter
is not updated.
It just show me the old web page.

I can't speak to the bug, but I wonder if using an external file to hold
your counter count info and then writing and reading that file with your
script would work?
