Subject win32: junction parsing, etc.

Three problems with Apache2 on win32:

1. Apache2 doesn't seem to parse NTFS junctions correctly - it returns
"access denied" errors. I haven't explored the traverse nuances in which
this takes place, but Apache2 won't follow junctions that Apache1 follows
with the same settings.

2. Apache2 never returns the "service started" status to the service
manager, so the manager puts it in the "starting" state. Is there a compile
option to fix this?

3. Apache2 does not seem to enumerate %PATH% when parsing the shebang line
in cgi scripts. Apache1 did. Are there plans to augment this in Apache2?
