Yes, there are programs that are set to start under the following registry
key under Windows 98:
HK_Local machine\software\microsoft\windows\current version\run services.

However, Windows 98 is another OS and these services are not the same thing
like in Win  NT.

does windows 98 support running programs in service mode in the first place
