I do not know if it is the same problem or not but I always get that error
if I forget to assign apache to the group in control of the parent
directory.  I could be wrong but I believe I read somewhere that unless you
are running "suexec" the "apache" user is required access to the directory.
But then again I probably telling you something you already know.

I'm kinda confuse on why I'm getting an error that said
I'm Forbidden to excute  python cgi script.
I change my httpd.conf User and Group directives
to my user name and group, which happen to be
the same. Does 'nobody' have to be used?
