Subject UserDir directive confusion....

Hi all,

The Userdir directive which enables to access ~user can **also** appear in
the virtualhost context in HTTPD.conf, 
what's the significance of it,cos userdir directive maps to users on that
particular linux box and i don't think user at the OS level are distinguised
depending on the site or the virtualhost level.
What am i missing here???
