That would be an easier fix..did you try that?

just rename the file for now..see if it works

I don't see a reason to downgrade your OS for this.


The default for DirectoryIndex is index.html, so I recommend the
below too:

try a directory called conf/ at the same level that were your web
documents
directory is.
