I've tried raising mod_rewrite log level up to 5. The problem is that I
don't want anything to go out to the browser
so I cannot use CGI::Carp.
Is it possible that mod_rewrite is closing STDERR ?

Did you just try it at the command prompt?

Try this:

#!/path/to/perl -w

 use diagnostics;
 use CGI::Carp qw/fatalsToBrowser/;

Then inside the httpd.conf try turning on better logging options; like
loglevel 1 for rewriting engine and debug for the apache logger.
