this has nothing to do with apache and I guess with rh7.2 you're using 

So you should look on the wu-ftp pages - -  especially 
for _ chroot _
type in your shell: info chroot
and there is probably a lot info on your hd or inst. cd's

if you're unsure what ftpd your rh7.2 uses have a look into
ls -l /etc/xinetd.d/
if wu is inside or any other ftp by xinet daemon I'd rather tell you 
using a standalone ftp server, maybe wu or proftp. Apache is also 
(mostly) not started by inetd...
another good choice for ftp is tux
