Subject Httpd spawning hundreds of child procesees

recently I upgraded to the latest version of php4. Then suddenly I see my FreeBSD
4.5s box spawning hundreds of child processes that are making the box go at a snail
speed. I am wondering if there is a known relation btn the two.

netstat -an gives:

That seems crazy to me since my box isn't a webserver for a dedicated site, only
my files ;-)
