There are a number of ways to do this.  One way is to put the unprotected
document under a different path and use an Alias to bring it into the
webspace.

A quick hack is:

<Files unprotectedfile.html>
Satisfy Any
Allow from all
</Files>

Note that this will apply to unprotectedfile.html in all subdirectories, and
it will override any host-based access control as well as password based
protection.
