Why are we fooling around here guys?  This is a FAQ:
http://httpd.apache.org/docs/misc/FAQ.html#forbidden

This tells you to check the error log and the unix permissions on the
directory, file, and all parent directories.

Also, your Order directive is incorrect.  You are not allowed to have a
space between "Deny," and "Allow".
