Yes, it should have the quotes.

The simplest way.  Look for where it says "This should be changed to 
whatever you set DocumentRoot to.".
<Directory "/home">
Options Indexes FollowSymLinks (Add Includes here)
AllowOverride ....
</Directory>
This enables SSI in ALL web sites hosted by the server.
