You can develop PHP scripts in any text editor.  Windows Notepad should be sufficient.  Optionally,
you can find PHP development software on www.zend.com and many code editors are starting to
support PHP syntax highlighting, etc.

You'll probably want to move this discussion over to www.php.net or www.zend.com since most
of your PHP questions can be answered there.
