I think the error is that you declare the Options +Includes in the
general section of your config file.

This directive must be given into a <DIRECTORY> section.
So you have to declare something like that:
<DIRECTORY /path/to/your/document/root>
Options +Includes
XBitHack on
</DIRECTORY>
