Ok, done!

My error_log:

Seems normal.. nothing different.

Instead of restart, have you tried 

apachectl stop
killall httpd

Just to make double sure all all the children are dead, make a ps to confirm
Then:

Make sure the directives are commented out and

apachectl start


Also, what are you getting in access log? Is somebody just hammering you
with requests?
