What do you have for "Group" in httpd.conf? If you have:

Group #-1

change it to:

Group nobody

If this is not the problem, try starting apache in single-user mode
(using the -X switch):

# ./httpd -X -f /usr/local/apache/conf/httpd.conf

and see what happens...
